...About inclusion of the Ensemble of the Kremlin and Red Square into
the UNESCO List of the World’s Cultural and Natural Heritage.
The State Control Department of Protection and
Usage of Historical and Cultural Monuments in Moscow reports, that according
to the Decision of the XIVV session of the UNESCO World’s Heritage Committee
(December, 7-12, 1990, Bent, Canada) a number of objects, proposed by
the Soviet Side, have been included into the List of the World’s cultural
and Historical Heritage, including the Ensemble of the Kremlin and Red
Square (Moscow).
By taking this decision the Committee has recommended,
that all responsible State Organs ensure supervision and preservation,
in the established Configuration, of this historic Place, and, especially,
observation of the balance between cultural monuments and territories,
(sites) not liable to new constructions.
In this connection and also in accordance with
the Leading Principles of fulfillment of the Convention on preserving
the cultural and natural Heritage, all kinds of construction-works on
the territory of the above mentioned Ensemble within the limits of its
protection zones, as any changes of interior structures of buildings-monuments,
are liable to obligatory accordance with the specially authorized organ
- the State Department of Control, Protection and Usage of Historic
and Cultural monuments of Moscow, which on its part, accomplishes control
of preserving the Ensemble and complies all connecting problems with
the USSR Commission on the UNESCO’ Affairs.
