Abstract The set of principles is proposed, aimed to the minimization of
neurons' energy consumption and resulting in the consecutive self-organization of neural
network. Intelligence is being achieved as a by-product. The main stages of
self-organization of intelligence are considered. The concept permits to describe
structurally the higher functions of brain and can be used both in engineering, and in
biology.
